Job Summary:

Raytheon is seeking a Sr. Subcontract Manager to join the Subcontracts Management Team (SUBK). The Sr. Subcontract Manager will manage low volume and medium to high complexity procurements in support of internal customers throughout various locations. In addition, the Subcontract Manager will be working team lead of entry level Subcontract Managers and serve as the focal point for communication between internal staff and supplier cross-functional organizations for all procurement activities.

This position is currently designated as fully remote. However, the successful candidate will be required to work from one of the 50 U.S. states (excluding U.S. Territories).

Responsibilities to Anticipate:

  • Perform procurement and supplier administration functions in support of DoD U.S. Government and Commercial (Domestic)
  • Manage the overall sourcing and procurement activities from development through production and final contract close-out.
  • Manage subcontracts/purchase orders of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various complex subcontract (Cost Type, Incentive Type, Firm Fixed, etc.).
  • Focal point for procurement activities, includes:
    • Preparing and executing PIAs (Proprietary Information Agreement)
    • Review of Purchase Requisition (PR) adequacy of requirements flow-downs, includes adherence to requirements such as Q-notes, contract(s), payment terms, Material Contract Brief, and supplier performance status.
    • Selecting qualified / approved suppliers and/or seeking alternate suppliers
    • Developing and managing Request for Quotation (RFQ)
    • Review and adherence of supplier’s quotation
    • Perform Price and/or Cost Analysis.
    • Leading supplier negotiations of all contractual terms (price, delivery, payments, supplier exceptions)
    • Preparing Purchase Orders (POs) and associated procurement documentation (internal EPAD tool) in accordance with RI&S command media (internal STAGES tool).
    • Perform risk analysis, identify risks, opportunities, potential impacts, and mitigation plans.
    • Supporting proposal and program requirements; review and lead subcontract proposal evaluations.
  • Effective management, reporting, and resolution of procurement metrics: open PRs, Open POs, PO supplier acknowledgement, Un-receivable, Accounts Payable, others.
  • Willingness to travel less than 20%

Basic Qualifications:

  • Typically requires a Bachelor’s and a minimum of 10 years prior relevant experience, or an Advance Degree in a related field and a minimum of 7 years experience.
  • Experience with reading and understanding drawing specifications.
  • Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow downs).
  • Experience managing International Subcontracts
  • Experience with import/export regulations (ITAR/EAR)

Preferred Qualifications:

  • Experience with Public Laws, Federal Acquisition Regulations (FAR/DFAR) requirements
  • Experience with risk identification, mitigation, and contingency planning
  • Experience in fast paced environments
  • Experience with risk management, problem resolution
  • Experience with price analysis techniques, source selection/justification

Additional Information:

Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 112,000 USD - 236,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
