We are seeking a well-qualified Cybersecurity Integrated Product Team (IPT) Lead for a cybersecurity team on a Department of Defense (DoD) weapon system development team.  This is a prime contractor level position leading a DoD Risk Management Framework (RMF) process effort and cybersecurity team providing guidance and support to geographically dispersed hardware/software development teams.  The lead is responsible for all aspects of the RMF process, leading the Cybersecurity IPT, management, coordination, and execution of the technical, cost and schedule aspects of the effort in a fast-paced Agile development environment.

The successful candidate is expected to build the individual team’s skills and be able to work with both contractor and United States Government (USG) customers.  The lead will manage financial status reporting and planning for the team, manage in-scope tasking, and effectively lead the program through the RMF process to a successful Interim Authority To Test (IATT) and Authority To Operate (ATO).  The lead is also expected to bid and support proposal and Engineering Change Proposal (ECP) efforts. 

This position is located on-site in Dulles, VA.

Responsibilities:

  • Lead the Risk Management Framework (RMF) effort (i.e., artifact development, implementation of security controls/requirements, and controls validation testing leading to a successful ATO)

  • Plan and guide cybersecurity engineering implementations in DoD weapon systems

  • Partner with IPTs and the USG customer to ensure tasks are completed on schedule and within budget.

  • Form strong relationships with United States Government (USG) customers, Prime contractor, subcontractors, and other IPT leads to facilitate effective communications and shape the security baseline of systems.

  • Support developing plans and estimates, task execution, project tracking, reporting, and risk & opportunity identification and management; leads the development of cybersecurity bids and proposals.

  • Earned Value Management (EVM) as a qualified Control Account Manager

Qualifications/ Experience Needed:

  • Current Top Secret (TS) Sensitive Compartmented Information (SCI) required prior to start date. Counter-intelligence (CI) poly preferred.

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

  • Experience in defensive cybersecurity with recent experience with RMF on a DoD weapon systems development program and proven experience using the RMF process to obtain an ATO

  • Excellent communication skills including via collaboration tools and a skilled presenter

  • DoD Approved DoDD 8570.01 Baseline Certification

Preferred Qualifications:

  • Proven experience with current DoD programs cyber scope with specific experience in large, complex systems

  • Project management experience, preferably using an Agile framework with knowledge of and ability to work within the Agile Scrum development practices

  • Knowledge of Earned Value Management, Estimate At Complete and Basis Of Estimate development experience

  • Hands on experience configuring and implementing cybersecurity tools; experience securing containerized applications

  • Knowledge of information security toolsets including anti-virus, Vulnerability Assessment, HIDS/ NIDS, host-based or endpoint security solutions, Multi Factor Authentication (MFA), and Security Incident and Event Management (SIEM) and centralized auditing tools

  • Knowledge of Host Based Security System (HBSS) / Endpoint Security Services (ESS), Assured Compliance Assessment Solution (ACAS) / Tenable Security Center, and Security Content Automation Protocol (SCAP).

  • Experience with IT and/or network and system security administration, including operating system security configuration and account management best practices for UNIX, MS Windows, Red Hat Enterprise Linux, and CISCO systems
