Responsibilities:

Responsible for coordinating and managing the facilities management. This includes performing routine facility inspections and preventative maintenance; maintenance and repair of general facilities and scientific equipment; managing contract facility services; and serving as a liaison and advocate with other departments and external parties.

Perform systems evaluations on facilities and determine what installation or repair services need to be performed, manage a budget and create calculations to ensure operational efficiencies.

Conduct trainings to educate vendors and organization in the area of facilities best practices and regulatory/corporate requirements when necessary.

Facilities

Manage & coordinate with IFM in facilities maintenance and building services.

Manage & oversee daily operations of plant equipment, facilities inspection and execute corrective measures as required.

Support and technically assist plant in area of maintenance and repair of Electrical, Plumbing, Ventilation, Refrigeration and other building systems within the facility.

Assist Operations in installation, repair, maintenance and alteration of Operations support for machineries, equipment and building.

Conduct analysis and propose procurement of facilities services.

Recommend solution and prepare relevant reports to ensure proper selection of outsourced services.

Manage site security and access system, ensuring security and emergency preparedness procedures are implemented properly.

Interface with various business functions, department to achieve organization goals and objectives.

Review planning, design and modifications of materials, processes, operations or building layouts.

Develop and conduct inspection & audit program by identifying root causes of deficiencies and completion of preventive and corrective actions.

Coordinate and execute projects & activities related to building construction, addition and alternation while ensuring compliance to regulatory requirements.

Prepares rebilling on electrical and water consumption for campus tenants.

Liaise with respective regulatory authorities and contractors on related issues.

Recommends maintenance, mechanical, electrical, and facility design modifications.

Review and audit IFM maintenance logs and maintenance budgets, and complete any and all documentation necessary to the completion of a task.

Environmental, Health and Safety (EHS)

Ensure the organization meets all legal, regulatory & RTX corporate policy requirements with regards to facilities management.

Facilitate site compliance in accordance with Singapore regulatory requirements and RTX Corporate EHS requirements.

Champion for Contractor Management. Manage Permit to Work and cardinal rules, ensuring compliance to local regulatory & RTX corporate policy requirements. 

Any other duties that may be assigned from time to time with respect to EHS and Facility related issues.

Requirements:

A Degree in Engineering major in building / facilities management.

Minimum 3 years’ professional experience in the building maintenance or integrated facilities management.

Experience in planning, development and implementation of IFM management systems and compliance programs.

Knowledge of Electricals, BCA, SCDF, etc regulations.

Must be trained in hazard identification and risk assessment methodology.

Proficiency with Microsoft Office (PowerPoint, Words, Outlook, Excel).

Good interpersonal and communication skills.

Self-driven and meticulous, with ability to multi-task.
