Job Summary:
Raytheon is seeking a Program Operations Manager supporting the Advanced Long Range Air Warfare Portfolio within Advanced Technology, Effectors and Space/Advanced Air Warfare Systems. This position is a direct report to the Portfolio Director overseeing a portfolio of programs with bookings in excess of $1.3B. The Program Operations Manager works across functional departments to align teams, set goals, execute initiatives, and improve processes (associated with assigned projects). You will be responsible for defining key metrics, creating dashboards, ensuring data accuracy through validation across functions – helping the program run efficiently and effectively. You will create the right communication patterns, protocols, and processes to enable the teams execute well together.
The Program Operations Manager will oversee operations across Finance, Planning, Contracts, Supply Chain, Configuration Management, Data Management, Risk & Opportunity Manager and Quality, in supporting the integrated product, cross product team leads and program director.
This is an onsite role located in Tucson, Arizona.
Responsibilities to Anticipate:
- Maintain a strong relationship with Program Leadership, IPT/CPT Leads and the Customer
- Develop program enhancing partnerships with internal functional organizations, such as contracts, finance, supply chain, planning data management and engineering.
- Display strong communication, influence management and presentation skills with both internal and external customers.
- Ensures timely, validated metrics to enable efficient and effective program leadership decision making.
- Supports program risk and opportunity process, in accordance with specific financial goals and obligations.
- Tracks cost performance including earned value management within both Agile and waterfall execution and provide program leadership concise analyses and recommended courses of action when required.
- Implementing program milestone and metrics
- The successful candidate must have demonstrated abilities to lead cross functional teams (> 25 members).
Basic Qualifications:
- Typically requires a Bachelor’s degree and minimum 10 years of prior relevant experience, or an Advanced degree in a related field and minimum 7 years experience
- Business, program, or project management professional experience
- Experience using financial analysis tools and experience with project management tools and/or systems
- Experience leading in a manufacturing, operations, engineering, or Aerospace and Defense environment
- Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
- The ability to obtain and maintain a Top Secret U.S. government issued security clearance is required.
Preferred Qualifications:
- Experience balancing technical, cost, and schedule constraints to meet project deadlines and expectations
- Experience developing and reviewing cost proposals and synthesizing Gate 4 and Gate 5 (IPDS) packages for Management Review and approval.
- Program Management Level 5/4 Certification or equivalent, or ability to achieve within 6 months.
- Active Top Secret U.S. government security clearance
