We are seeking a Manager, Systems Test Engineering to work onsite in St. Petersburg, FL.

The Systems Excellence Department contributes through all phases of the product development lifecycle (i.e. systems and software requirements, system architecture and design, software integration and test, simulation and test, integration and test, verification and sell-off), within an interdisciplinary process that ensures the customer and warfighters needs are satisfied through every stage. The selected applicant will join a team of talented leaders and engineers responsible for the integration and test of sophisticated naval and maritime systems and software releases in support of the Cooperative Engagement Capability (CEC) product line, located in St. Petersburg, Florida, as part of Advanced Networking Solutions (ANS). Section Leaders within the Systems Excellence Department supports the ANS business by cultivating a world-class group of systems test engineers and innovators who work together to define test strategies and test artifacts for the integration, test, and verification of software and system requirements. The U.S. Navy’s CEC, a real-time ‘sensor-netting’ system that brings together radar data into a single integrated air picture from geographically dispersed ships, aircraft, and ground-based units. This integrated picture improves a battlegroup’s effectiveness by enabling longer range, cooperative, or layered engagements. Today’s CEC benefits from advancements in commercial and specialized technologies, as well as from the experience and expertise of the Collins Aerospace team, continually innovating to advance capability and performance.

Responsibilities to Anticipate:

  • The Section Leader performs management activities and provides leadership for approximately 12-18 Systems Test Engineers. These activities include professional and technical development of people, providing and identifying appropriate training for people, and performance management.

  • You will team with the Systems Department Leader in the execution of ANS Capabilities and Collins Aerospace Engineering goals.

  • Adhere to and ensure alignment to RTX Values and Behaviors.

  • Create an environment of Care, Belonging, Well-Being, Inclusion, and Optimum Performance.

  • Oversee the direct line management activities for the section including two-way communication, performance management, career development and recognition, and talent acquisition.

  • Collaborate and communicate with internal and external parties.

  • Enforce compliance with company policies, practices, and procedures and Systems processes.

  • Provide coaching on Integration, Verification, & Validation (IV&V) processes and best practices, and techniques for troubleshooting and failure analysis.

  • Innovative thought and identification of solutions to systemic issues.

  • Lead change management and be of influence when and where needed.

  • Collaborate with project managers and other professionals within Engineering.

  • Work as a technical lead or individual contributor; Section Leader duties account for approximately 10-15% of the Section Leader’s work week.

  • Earned Value Management efforts such as Basis of Estimate (BoE) Author/Reviewer, Proposal support and formal cost and schedule estimating.

Qualifications You Must Have:

  • Active and transferable U.S. government issued Secret security clearance is required prior to start date

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Typically requires a bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 8 years of prior relevant experience; or an advanced degree in a related field and a minimum of 5 years experience or in absence of a degree, 12 years of relevant experience.

  • Ability and strong desire to facilitate career growth and knowledge transfer.

  • Experience in empowering employees, leading and motivating teams, and fostering collaboration.

  • Ability to manage multiple and competing priorities.

  • Strong communication, interpersonal and decision-making skills.

  • Experience in the operation, test, and troubleshooting of complex military systems.

  • Experience planning, leading, and executing the integration, test and verification of software and software requirements.

  • Experience with software/systems integration planning and execution.

  • Experience with requirements management databases, for example DOORS.

Preferred Qualifications:

  • Current Top Secret clearance is preferred.

  • Prior experience in a functional or leadership role.

  • Prior experience in a technical leadership role.

  • Proven track record of effectively interacting with subordinates, customer, and other organizations and disciplines.

  • Demonstrated ability to work effectively with coworkers from diverse communities and cultures.

  • PhD/Master’s Degree in Engineering, or relevant discipline (math, Physics or Business).

  • Experience in the operation, test, and troubleshooting of Naval systems.

  • Experience using DOORS for requirements management and linking requirements to test procedures.

  • Development of integration, verification, and validation planning documentation of integration and test plans, procedures, reports, status reports, and other related documentation.

  • Experience with agile project management, including project estimating, reporting, and backlog management.

  • Experience with automated test scripting and automated data analysis.

  • Experience with DevSecOps/TDD/BDD; Security+.

  • Experience with MATLAB.

The position is based in St. Petersburg, FL, nicknamed “The Sunshine City” for its average of 248 days of sunshine a year.
