Job Summary

This role will be in support of the portfolio, with the candidate serving as Development and Engineering Services Program Manager.  The family of missiles are the premier long-range, heavy assault-precision anti-armor, anti-fortification and anti-amphibious landing weapon system used throughout the world today. The position is a direct report to the Program Director and will lead all Development efforts to include technology development and upgrades, obsolescence mitigation and next generation capabilities. A critical project that this position will lead is a multiyear development contract that a successful and on time completion is required to support $1.2B of planned Bookings over the next five years.  

In addition, this position will also serve as the Program Manager for the Engineering Services contracts. In this role you will be responsible for all Technical Directives (TD) for two active contracts. This position will be responsible for the life cycle of each TD from project identification all the way through closeout. Activities to expect include, but are not limited to: Shaping customer demand, TD development and pricing, Estimate at Complete (EAC) and closeout.

Responsibilities to Anticipate:

  • Responsible for meeting contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations
  • Development and execution of coordinated growth strategies
  • Multidisciplinary team leadership, strategy development, internal and external program reviews, and program development through direct customer engagement, proposal preparation, supplier management, program management status reporting, and generation of work authorizations (IOTs), statements of work (SOWs), and specifications
  • Direct the prioritization and performance of program task elements such as engineering, operations, supply chain, quality, contracts, finance, and administrative functions in the execution of required gate reviews and financial activities as well as program execution
  • Display strong communication, influence management, and presentation skills, and confidently interact with both internal and external stakeholders at all levels of leadership.
  • Lead internal reviews and executive briefings pertaining to all pursuits to include, Gates, EACs, contract proposals, negotiation & definitization efforts
  • Serve as the primary Raytheon management and customer contact on status and technical performance of all Development and Engineering Services efforts
  • Commitment to travel (International & Domestic) to participate in business engagements with customers, partners, and teammates

Basic Qualifications:

  • Typically requires a bachelor’s degree and 12 years of relevant experience OR an Advanced degree and minimum 10 years of experience
  • Experience leading cross-functional teams to include, but not limited to (to potentially include Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions) – preferably in the Aerospace and Defense industry
  • Experience leading the quarterly EAC process and assessing/managing risks and opportunities
  • Experience collaborating with internal and external stakeholders and providing updates to senior management
  • Proposal development experience with DoD customers
  • EVMS certified or EVMS applied experience as an EVMS practitioner, IPT Lead, PI(CC), EV Manager, and/or CAM on a program
  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Preferred Qualifications:

  • Experience with US Government policies, regulations and processes tied to Foreign Military Sales and/or export authorizations
  • Program Management certification, Level 4/5 or equivalent or ability to achieve within 6 months
  • Prior experience engaging with senior leadership in the U.S. Government
  • Working knowledge of contract formation, execution, and management
  • Experience transitioning development programs into programs of record
  • In-depth knowledge of anti-tank guided missile (ATGM) weapons platforms/systems, and/or customer’s employment tactics, techniques and procedures
  • Proficiency with the RMD Program Management tool suite or similar program management systems
  • Proven ability to develop and maintain long term business relationships with customers and partners

Location Information: This position is a hybrid position based in Tucson, AZ. This role requires ability to work onsite, and the selected applicant will work with hiring manager to set schedule.

This program utilizes Raytheon factories in Farmington, NM, McAlester, OK, and the UK. Design and support for the projectile reside in Tucson, Arizona.
