We are seeking a Deputy Chief Engineer to work in Sterling, VA or Aurora, CO
Note: This position is contingent on a contract award.
The Deputy Chief Engineer (CE) is a direct report to the Chief Engineer and supports the Office of Chief Engineering as the engineering focal point(s) responsible for all engineering execution of the program including technical, schedule, financial performance. The Deputy CE supports as a technical POC for engineering issues related to Cost and Schedule, Risk mitigation, and Opportunity capture. The Deputy CE works with the Chief Engineering and Program Management to ensure that technical issues are understood, addressed immediately, and technical solutions / corrective actions are implemented expeditiously. The Deputy CE interfaces with the Program Manager, engineering function leads, and customer technical leads. The Deputy CE manages a product vision, strategy, and goals to align the Program with the Customer and facilitate conflict resolution. This position supports growth opportunities to turn into captured new business by supporting alignment of business technical roadmaps with customer’s requirements.
Primary Responsibilities:

Ensure that Engineering personnel are following approved processes & procedures.

If failures occur, ensure root cause evaluation and corrective action implementation is thorough, addresses systemic issues (if any), and is in accordance with company policy.

Review engineering execution risk mitigations and opportunity capture plans, ensuring they are appropriate to the work being performed and current state of the programs.

Ensure programs are staffed with proper engineering personnel/skillsets to successfully execute programs within cost and schedule requirements.

Provide cross-IPT technical leadership and coordination - Ensure Engineering leads assigned to program are engaged in all aspects of their program.

Support front end of the business activities, to include working with customers to understand their needs, helping to shape future work and win strategies.

Facilitating communications between the external customers, internal RI&S leadership, and the program’s engineering team

Qualifications/ Experience Needed:
-
Active and transferable U.S. government issued Secret security clearance is required prior to start date. Must have the ability to obtain a Top Secret.

U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Experience in Aerospace or Government Defense Organizations.
-
Proven leadership on development programs as a Lead (e.g. Program/Project Engineer, or Integrated Product Team Lead).

Experience executing programs that are Agile and using DevSecOps.

Work to influence others regarding discipline's practices, concepts, and approaches. Requires ability to communicate with executive leaders on mission area strategic and tactical initiatives. The position also requires the ability to inspire and influence the program team to achieve the desired results.

Experience in program management activities, including working knowledge of Earned Value Management System (EVMS).

Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience.

Must have the ability to travel some.
Preferred Qualifications:

Active TS Clearance on day 1 is preferred.

Experience Managing a large team comprised of experienced professionals to develop new products, processes, standards or operational plans in support of the program.

Experience with FFP contracts.

Experience with execution, process integration, Six Sigma, Quality or related process improvement methodologies.

Experience working front end of the business activities and proposal experience.

Experience in execution and management using performance metrics.

Experienced mentor giving guidance, direction and holding individuals accountable for deliverables in their domain area.

Communicating with program stakeholders and customers to drive customer deliverables on-schedule.

The salary range for this role is 112,000 USD - 236,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
