Raytheon has an exciting opportunity for a Global Security Services Cybersecurity Proposal Estimator. This role will require the individual to work 50% virtually and the other 50% from any of the following locations: Tucson, AZ, Andover or Tewksbury, MA and cover other locations as needed. This position may require travel domestically.  Relocation support offered.

Job Summary:

The Proposal Estimator will serve as a focal point to complete Basis of Estimates (BoEs) supporting US Government RFPs, RFIs, NBBEs, and internal impromptu requests from GSS Cybersecurity Operations supporting classified cybersecurity compliance. In addition to developing BoEs, the Proposal Estimator will collaborate closely with Cybersecurity Regional Leads and Information Systems Security Managers (ISSM) to ensure bids are equivalent to the labor required to maintain US Government cybersecurity requirements for classified systems. Estimators will collaborate closely with Proposal Team Leads to streamline the GSS Cybersecurity bidding standard. This position will be a Principal Specialist and report to the Business Integration Lead.

Estimators will partner with GSS Cybersecurity and Digital Technology to develop responses to proposals and process staffing analysis requests from GSS Cybersecurity leadership. On infrequent occasions, the Proposal Estimator may be required to support proposals outside of standard hours.

Responsibilities to Anticipate:

  • Execute and support BoE and proposal responses in a timely manner
  • Provide metrics and statistics for Regional Leads to facilitate staffing decisions via the Staffing Dashboard
  • Assist with BoE training for ISSMs and other GSS Cybersecurity professionals
  • Participate and cooperate in the BoE working group
  • Maintain BoE Repository for completed and in process estimates
  • Route BOEs for approval through Proposal Team Lead, ISSMs, and MALs
  • Upload BoE utilizing Raytheon bidding tools, i.e., Standard Bidding Tool (SBT), ProPricer etc.
  • Gather actuals for charging and staffing tracking (SAP, etc.)
  • Act as a Control Account Manager (CAM) or delegate to track hours charged vs hours approved
  • Earned Value reporting
  • Review projects for added scope or gained efficiencies to determine impacts to the estimating model
  • Identify and quantify Risks and Opportunities within proposal estimates
  • Assist in development of cost models to support execution of the program
  • Support internal and external negotiations to ensure appropriate labor hours are awarded
  • Review Statements of Work (SOWs) to ensure bids match requirements
  • Update bidding methodology with Proposal Lead(s) to ensure scope and awarded hours are aligned, detailed, and traceable
  • Review SOWs to ensure requirements are attainable and reviewed by ISSMs as needed
  • Review staffing levels against awarded hours to ensure budgets are adequate

Qualifications You Must Have:

  • Bachelor's Degree and 5 years of relevant experience or an advanced degree with 3 years of relevant experience.
  • Relevant experience is any combination of the following:
    • Cybersecurity, systems security or hardening
    • Information Technology
    • Compliance-based auditing using the Risk Management Framework (RMF), DCSA Assessment and Authorization Process Manual (DAAPM), Joint SAP Implementation Guide (JSIG), National Industrial Security Program Operating Manual (NISPOM), and/or non-defense regulations such as FAA, Payment Card Industry (PCI), ISO 9001 Quality Management standards, or HIPPA
    • Experience working with and/or supporting computer technologies (such as: databases, operating systems, computer network hardware, software programs, hardware troubleshooting or electronics)
    • Finance experience
    • Proposals and/or experience with Basis of Estimates (BoEs)
    • Experience working with contracts, Statements of Work (SOW) and/or working with Earned Value
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Value:

  • An active US SECRET or TOP SECRET security clearance
  • Master’s degree in business administration (MBA) or related field
  • Experience as an ISSM and/or ISSO with a solid understanding of RMF Assessment and Authorization Process, Continuous Monitoring, and program lifecycles.
  • Experience developing and defending estimates for proposals
  • Experience with the Integrated Product Development System (IPDS)
  • Influential and interpersonal leadership skills and the ability to interact with senior levels of leadership
  • Past work experience using or implementing the Department of Defense acquisition system/processes (Joint Capabilities Integration Development System (JCIDS), the Planning, Programming, Budgeting & Execution (PPBE) process, and/or the Defense Acquisition System (DAS)
  • Understanding of Contracts, SOWs, & BOEs and extracting cybersecurity requirements
  • Experience with WBS mapping, NWA structures, and cost mapping
  • Excellent verbal and written communication skills
  • Ability to multi-task, stay organized, and meet short deadlines in a fast-paced environment
  • Experience with baselining awarded hours
  • Risk and Opportunity Management
  • Understanding of CAM duties
  • Familiarity with the current GSS Cybersecurity BoE processes
  • PMX Level 7 (or above) certification
  • 8570 Level III Certification such as CISSP, CISM
