Job Summary:

Raytheon (RTX) has an exciting opportunity for an experienced Contracts Manager working in a globally centric matrix environment at our Raytheon Saudi Arabia (RTNSA) Headquarters in Riyadh, Saudi Arabia.
This role will support RTNSA will directly support the RTNSA Guidance Enhanced Missile (GEM-T) program execution, new business captures, and assist with both the front-end of business and implementation of commercial management. The role will act as the direct support point of contact with Kingdom of Saudi Arabia (KSA) Ministry of Defense (MoD) Customers on all commercial and contractual matters.  The role with also act as support interface regularly engaging with RMD CONUS based program office and other RTX business supporting RTNSA program execution, new business pursuits, and collaborate with Middle East North Africa (MENA) Group Contracts. .

Reporting within the Legal, Contracts and Compliance (LCC) Department, RTNSA Contracts function, this individual will be responsible for developing a close and impactful working relationship with the internal stakeholders and global customers within MOD government agencies. This individual should have experience with International Direct Commercial Sales (DCS) contracting and possess an understanding of Middle Eastern cultural and business acumen.

Responsibilities to Anticipate:

  • Ensure compliance and monitor contract requirements with RTX policy.

  • Facilitate timely and accurate submittal of deliverables, reports, and communications to the customer.

  • Act as a focal point for information standardization and excellence.

  • Compile, collect and analyze contracts performance metrics by ensuring efficiency, process improvements and enhanced controls.

  • RTNSA support KSA DCS captures to accomplish the Annual Operating Plan (AOP); collaborate toward improvements of processes through use of the existing tools and support the development of new tools to enhance performance of programs, captures or other business entity.

  • Support customer discussion & negotiation meetings as required.

  • Establish and maintain effective relationships with a broad range of internal and external stakeholders.

  • Supporting the broader LCC department and Contracts function in development and preparation of Contracts Actions, review of contracts and other general contracts administration activities.

  • Support OCONUS contracts duties resulting in achieving program and business area objectives.

  • Support successful governance/compliance with RTX Company Policies and Export/Import obligations and regulatory requirements.

  • Support the ownership of complex program/contract issues and use knowledge of situational dynamics to establish personal engagement strategies to resolve them.

  • Recognize business and contractual issues in program performance, implement solutions, carry to completion, while exercising good judgment with minimal supervision.

  • Participate in RTNSA Contracts training and development when needed.

  • Conducting research on unique topics (i.e. Government Tenders and Procurement Law, RTX Terms & Conditions).

Qualifications You Must Have:

  • Bachelor's degree required. A Graduate or Master’s degree in Accounting, Finance, Business Administration, Business Management, Contract Administration, Supply Chain Management, Economics, Business Law, or another related field or an LL.M or JD in Law is a plus.

  • Minimum of 8 years of relevant work experience. An advanced degree in a related field may be substituted for 2 additional years of experience.  

  • Experience with international customers.

  • Experience with proposal preparation.

  • Negotiations experience and demonstrated cross-functional leadership within a geographically dispersed team.

  • Awareness of Import and Export controls, compliance, and licensing.
