Job Summary:

The Radar Mechanical Design Department is searching for an experienced Associate Director to serve as the TPY-2 Electronics Equipment Unit (EEU) IPT Lead.  The IPT Lead is responsible for technical, cost, schedule, and quality requirements of the Electronics Equipment Unit (EEU). Electronics Equipment Unit IPT will lead major suppliers in addition to leading DREX and SDPE builds.  Support will be required during the build in Hardware Integration Center (HWIC) and Acceptance Testing activities, through System Integration & Test activities. The AN/TPY-2 is the world’s most advanced mobile radar system. The TPY radar is a multi-functional X-band radar which may be deployed globally in either terminal or forward-based mode. Numerous TPY radar systems are currently deployed around the world and are an integral part of the U.S. Ballistic Missile Defense System (BMDS). As an IPT lead, the person must balance cost and schedule, while delivering compliant product, compliant with the contract.  This frequently involves defining solutions which are the best for the overall program performance.

The Radar Mechanical Design Department  leads mechanical design, development, and integration of some of the most innovative land-based and shipboard radars in the world. This includes radar systems, hardware integration, and electronic modules, pedestal and power and cooling systems. The department is comprised of individuals with technical expertise and experience in hardware design, integration, and production support.

This IPT Lead role will be based  in Woburn, MA or Andover, MA  and is a hybrid role.

Responsibilities to Anticipate:

  • Execute Electronics Equipment Unit (EEU) Production in accordance with contract requirements. Allocate budget and scope, and construct a meaningful and executable IMS with product leads and peers.
  • Drive adherence to program plans and schedules, accurately measure and report on progress, identify potential problems in sufficient time for corrective action to be taken, and ensure the delivery of contractual commitments.
  • Extensive experience leading cross functional teams including members from Engineering, Operations, Integrated Supply Chain, and Quality through hardware development, production, and test including system test
  • Perform as Cost Account Manager for cost and schedule across product teams including EVMS and effective risk and opportunity management
  • Demonstrated knowledge and experience implementing EVMS and Risk & Opportunity Management
  • The role requires close management of design completion while simultaneously balancing resulting performance with the ability to meet the customers critical schedule requirements
  • Regular review of program status including tracking and review by both Engineering Leadership and Program Leadership
  • Extensive knowledge of hardware engineering capabilities to ensure successful technical execution.  Ability to partner with the chief engineer and technical leads is required.
  • Extensive knowledge of transition to production and the ability to lead a design release into production is required
  • The position requires frequent interaction with all levels of Raytheon Management
  • The position requires frequent interaction with customer community stakeholders, including technical and PMO groups, as well as regular customer briefings in a number of internal and external forums
  • Perform as Cost Account Manager for cost and schedule across product teams including EVMS and effective risk and opportunity management
  • Responsible for all AN/TPY-2 MEI (Major End Item) activities, both internal and external (Subcontractors) production
  • Provide leadership direction, flow down, and feedback to the Product Leads
  • Drive Cost Reduction Initiatives (CRIs)
  • Responsible for proposal efforts, negotiations, and Gate 3/4 Reviews for new MEI scope
  • Report help needed, program issues and status to KSA THAAD Program Director, Domestic Program Manager and AN/TPY-2 Production Director

Basic Qualifications:

  • Bachelor of Science Degree in Mechanical Engineering, Aerospace Engineering, or similar Engineering discipline
  • 10 years of relevant professional experience
  • Experience in leadership positions
  • EV certification
  • Experience managing diverse and complex tasks across competing priorities
  • Experience leading and participating in design and development activities
  • Experience working and leading both technical and cost proposals
  • Knowledge of earned value management and other program management skills (IMP, IMS, R&O, etc.)
  • Experience presenting challenging program and technical issues to senior leadership internally and externally
  • Ability to travel in support of the IPT and Program activities domestic (15%)
  • An active Secret DoD US security clearance

Qualifications We Value:

  • Experience working with the customer to develop/negotiate SOW requirements and scope
  • Proven ability to interface with customers and lead programmatic and technical discussions to closure
  • Experience leading and participating in production and test activities
  • EV Certified or able to achieve EV certification within first year
  • PMX Level 6 Certified or able to achieve PMX Level 6 within first year
  • IPDS knowledge and experience
  • Raytheon Technologies process improvement ie CORE/ Six Sigma Certification
  • Strong interpersonal and communication skills; both verbal and written
  • Collaborate in teams or independently, flexible, demonstrates initiative
  • Experience in agile hardware development and managing using SCRUM
  • TPY program knowledge and history, knowledge of any of the MEIs is a plus
