Job Summary:

The System Integration Liaison (SIL) will assist the Taiwan Patriot Program in its mission to deliver a modernized, mission assured air and missile defense capability to Taiwan through improvements in performance, relationships, and solutions.  Expand Raytheon's dominance in Taiwan's air and missile defense beyond equipment supplier to Global Capabilities Integrator and trusted thought leader for key decision makers.

The SIL shall have experience as a Taiwan Air Force and/or Missile Command Section Chief, IPT lead or a Taiwan military C4I leadership position. Detailed experience in Foreign Military Sales programs shall be required, especially in dealing with the required USG agencies. Familiarity with Taiwan Air Force, Taiwan Army, Taiwan Missile Command, Ministry of National Defense and other Taiwan Military C4I programs shall be required. Fluency in Mandarin, Taiwanese and English (written and spoken) shall be required. Detailed background and knowledge of existing and planned Taiwan command and control systems and interfaces shall be required. Working knowledge of the key PATRIOT interfaces including the Surveillance Radar Program, An Yu 4 Regional Operation Control Center, and Po Sheng, from a management perspective, shall be required.

Experience in oral and written communications in English and Mandarin Chinese

Responsibilities to Anticipate:

  • Advise and assist with gaining access to facilities and translating in support of interface and interoperability designs
  • Provide expertise on Taiwan Command, Control, Communications, Computers, & Intelligence (C4I) programs, both existing and near-term (to be fielded prior and subsequent to PATRIOT's fielding)
  • Support the Taiwan Air Defense and Ministry of National Defense in understanding PATRIOT system requirements and impact on other military systems.
  • Project management and budget management tasks

Basic Qualifications:

  • Typically requires a Bachelor’s and a minimum of 5 years prior relevant experience, or in lieu of degree a 9 year on the job training experience.
  • Staff level experience with the Taiwan Military.
  • Experience supporting US Government Foreign Military Sales contracts.

Preferred Qualifications:

  • Demonstrated ability to operate basic Windows based PCs
  • Familiar with Microsoft Office Suite (Word, Excel, PowerPoint, etc)
  • Demonstrated ability to work in a fast paced environment under strict deadlines and produce accurate and professional results
  • Demonstrated ability to translate Chinese written documents and oral communications for Raytheon personnel ensuring technical requirements are not lost in translation
  • Master’s Degree in business related discipline
  • Six Sigma Certification
