This role requires a thorough leader capable of interfacing at all levels of the organization from key functional team to the Executive Director level. This position will directly support a Program Management Office (PMO) in leading manufacturing strategy for programs in development.
This role is responsible for making and driving decisions for Manufacturing Strategy, Planning and Execution. The ideal candidate will have a strong background in Manufacturing Operations in the defense industry and must have experience leading New Product Introduction and Transition to Production of complex programs.
This function aligns the Program objectives with the Secondary Strategic Business Unit (SSBU) vision and works with Consolidated Manufacturing Centers (CMC) to deliver Program results.
The Candidate will support classified & unclassified programs within a technically diverse portfolio of complex products.
The Program Operations Manager is responsible and accountable for successful execution of all Operations tasks that occur within the Program.

Responsibilities include but are not limited to:

Operations Focal point for the PMO across all factories to meet execution goals and contractual requirements (via cross functional partnering with Supply Chain, Quality, Engineering, Facilities, Security, & Digital Technology).

Support, Management and/or Creation of artifacts for Manufacturing strategy planning, Proposals, Gates Reviews, Financials, Infrastructure/Capital Projects, Appropriation Requests (ARs), etc.

Review, prepare and report on consolidated Operations content within the Proposals (Recurring and non-recurring Basis of Estimate) and Program EACs.

Risk and Opportunity Management.
-
S&OP Oversight and management to align LRP firm & non-firm demand while partnering with Program Finance on action plans via the Program Requirements and Operations Planning (PROP) tool.

Focal point for Program alignment with Operations Capabilities and Investment Strategies for new and existing Programs/Products.

Apply timely Win Strategy Flow down through early engagement of Factories and Functional expertise to Develop Proposals.

Engaged in Product Development, Producibility, Testability and how/where to “Make” Product.

Partner with engineering and CMC for test planning, test equipment, and projected test yields/capacity.

Kickoff Operations Program planning at Gate 5 for new Programs and assure manufacturing readiness.

Engage with engineering and supply chain on requirements flow down for Operations and Supply Chain partners.

Engage in Program Test and Manufacturing Readiness Reviews (TRR/PRR) and ensure alignment to manufacturing plan and support of factory requirements. Support creation / execution of hardware maturation plans.

Influence product designs to achieve cost and schedule targets through Design for Manufacturing & Cost workshops, producibility/affordability studies, Transition To Production (TTP) planning and Advanced Product Quality Planning (APQP) implementation.

Report on Program Contract On-Time Delivery (OTD) Performance for both CMC and non-CMC products.

Support Gate 11 activities at close of Development/EDM /Production contracts.

Travel will be required (10 - 20%)
Qualifications/Experience Needed:
-
Minimum 10 years of related work experience demonstrating a wide-ranging Program Leadership / Operations experience in a production environment.

Proven Experience in Transition to Production.
-
Proven Experience developing proposals and Basis of Estimate.
-
Self-directed leader capable of executing Change Management.
-
Develop Program schedule integration to ensure alignment to Program schedule / contract.

Experience with Microsoft Office Suite (Excel and PowerPoint)

Must hold an active and transferable U.S. government issued Secret security clearance is required prior to start date.
-
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
-
Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.

Must be willing to travel up to 10 - 20%.
Preferred Qualifications:

Engineering and/or Operations leadership and experience

Six Sigma Qualified or equivalent.

Ability to work closely with leadership to achieve Program and Business targets.

Working knowledge of SAP / PRISM, Rapid Development Tool
