Manages the execution of Quality compliance operational plans. May lead a team of primarily intermediate to experienced Quality Compliance professionals or a team responsible for a similar organization. Sets objectives and guides team on the achievement of short-term and long-term Quality Compliance goals. Manages the implementation of Quality Compliance improvements. 

The position supports work that covers a variety of shifts in a 24-hour/seven-day schedule, as such, there may be a need to support work on occasional nights and / or weekends

Primary Responsibilities:

  • Responsible for quality performance of Power and Controls Maintenance, Repair and Overhaul (MRO) Miramar site.
  • Drives continuous improvement utilizing RTX's CORE methodology to improve performance in key quality performance metrics
  • Champions quality improvement projects for Miramar site. Drives compliance to regulatory requirements at Miramar Site.
  • Monitors Cost of poor quality (COPQ) across Miramar site and drives actions to reduce COPQ by working with Miramar Operations, Finance, and Engineering Teams.
  • Conducts monthly Quality Meetings with Miramar Management Team to review Site Performance, customer and regulatory updates, share best practices and report progress on initiatives to leadership.
  • Leads Zero Defect Plan (ZDP) initiatives across Miramar site.
  • Manages supplier quality issues through monitoring / escalation processes, escape management, processing of supplier submission of non-conforming material and supporting internal MRB processes.
  • Initiate’s part specific quality issue resolution and corrective actions.
  • Supports supplier qualification / certification.
  • Manages source inspection and material release processes.
  • Performs Escape management procedures, drives root cause analysis & problem solving (Red-X & 8D) and recommends corrective and preventive action for systemic process and product design problems for product provided by suppliers.  
  • Drives Corrective Action Boards/DQ Clinics with suppliers. Proactively supports the UTC Supplier Gold program to ensure healthy continuous improvement and sustainability.
  • Analyzes quality data to identify systemic issues and develops supplier specific quality initiative strategies and addresses with key proactive quality tools (e.g. PFMEA, MSA, Process Flow and Control Plans, SPC, etc.), driving their implementation.
  • Ensures that supplier is capable to meet all requirements for work transfer and process change management including Resourcing Gate and Production Part Approval Process (UPPAP) acceptance.

Qualifications/Experience Needed:

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
  • U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations requiredhttps://www.ecfr.gov/current/title-22/chapter-I/subchapter-M/part-120/subpart-C/section-120.62

Preferred Qualifications:

  • Undergraduate degree in Engineering, Quality, or related field. 
  • 10+ years’ experience in the Aerospace industry
  • 5+ years in management and leadership roles
  • 5+ years’ experience in management in Aerospace quality.
  • Graduate degree in Engineering, Quality or MBA
  • 5+ years of experience in Quality dealing with manufacturing quality process techniques, quality improvement programs and customer satisfaction preferred.
  • Quality certifications are desired (FAA, ASQ CQE, AS9100, etc.)
  • CQE Certified Quality Engineer is preferred.
  • FAA and conformity are a plus.
