Job Summary
Raytheon is seeking a Program Planning professional (Senior Manager, Program Planning/Scheduling) to join our Program Design & Planning organization. This position reports to the Program Planning Associate Director within our El Segundo, CA office and works collaboratively with the Program Manager, finance, contracts, and technical leads to develop, maintain, and evaluate performance against the Program Measurement Baseline (PMB). This position requires a highly problem-solving, data driven, goal-oriented team member that proactively seeks out data, engages stakeholders, and facilitates closure of commitments.

The successful candidate will be responsible for managing a group of planning professionals who provide integrated scheduling support across the specified platforms and/or sub-business units. They will lead program planning and scheduling through capture, program startup, establish EV baseline and Integrated Baseline Reviews (IBRs); lead schedule analysis and schedule risk assessments; and provide direction and support to teams of Program Planners/Schedulers. Excellent team and interpersonal communication skills, business acumen, experienced professional planning and scheduling knowledge and a desire to work in development and production environments are required. Excellent customer relationship skills and experience planning in the Aerospace Industry is essential. This position requires full-time onsite support in El Segundo, CA.

Responsibilities to Anticipate:

  • Control all planning and scheduling operations for sub-business unit area programs, and is the interface for all planning and scheduling issues with Senior Planning key team members.

  • Participate with other managers in developing and establishing business unit and company-wide planning and scheduling procedures and training

  • Lead development of the Program Integrated Master Plan/Schedule (IMP/IMS), provide analysis of integrated schedules including critical path and what if analysis, and lead approach and implementation for Schedule Risk Analysis

  • Analyze contract requirements and work closely with contracting staff to provide suitable, timely and accurate input for contract and subcontract language

  • Understand program structures and alignment, and lead teams in development and alignment of program structures (Organizational Breakdown Structure, Product & Services Breakdown Structure, Work Breakdown Structure)

  • Review/develop requirements for major subcontractor scope, reporting requirements, and schedule integration

  • Develop schedule structures to ensure horizontal and vertical traceability

  • Understand and perform Schedule Risk Analysis and support development of approaches to address SRA findings and DID compliance.

  • Ensure that the planning products are compliant with all internal and external requirements, EVMS system description and contract DIDs.

  • Manage and develop staff of approximately 8-15 planners

Basic Qualifications:

  • Typically requires a Bachelor’s Degree preferably in STEM, Accounting, Finance, Business Administration, or related field of study and 10 + years of professional experience in Program Management and/or Program Planning & Scheduling or an advanced degree in a related field and 7 years’ experience.

  • Prior work experience in managing the development of complex program plans in accordance with the statement of work and program plan.

  • Prior work experience with Earned Value Management System (EVMS) or similar business process.

  • Prior experience developing a team of professionals.

  • Prior work experience supporting the integration of subcontractors and operations into program plans, schedules, and financial tracking.

  • Active and transferable U.S. government issues security clearance is required prior to start date.  U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Prior work experience with DCMA and/or JSA audit

  • Prior work experience supporting planning effort on a program with external EV reporting and DFARS EV clause invoked.

  • Experience in Agile planning and implementation and with Microsoft Project Server

  • Demonstrated customer facing experience.

  • Experience in subcontracts and MRP systems.

  • Familiarity with any of the following: Achieving Process Excellence (APEX) SAP, forProject, Microframe Project Manager (MPM) or similar EVMS tools and software applications such as Oracle ERP, Deltek Cobra and Deltek MPM Connect.

  • Ability to balance technical/cost/schedule constraints to achieve customer satisfaction.

  • Knowledge and experience in assisting Integrated Product Teams (IPTs) in planning, scheduling and cost estimating tasks

  • PM Level 5 or higher certification and Six Sigma Certification

  • An active Top Secret or SSBI Clearance

The salary range for this role is 123,000 USD - 259,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
