Job Summary:

This Program Operations Manager (POM) position reports to Raytheon in Tucson, AZ. The POM is the primary interface between the Program Office “Integrated Program Leadership Team” (IPLT), factory leadership for all the Strategic Make Centers (SMCs) & manufacturing factories/sites. This individual is a liaison, collaborating with the IPTL and SMCs to ensure that all program requirements are integrated, supported, & executable to meet program commitments. Results will be accomplished through leading, influencing & briefing across all levels of the organization, including internal & external representatives. POMs are also responsible for strategic Program/Operations planning for current production performance & future Program production & development efforts.  The ideal candidate will possess the skills & experience necessary to perform in technical, program, & manufacturing leadership roles.

This position is a hybrid role, and the selected applicant will work with the hiring manager to set schedule.

Responsibilities to Anticipate:

  • Lead, collaborate & influence driving quality & performance for program deliverables, accountable for factory integration, consolidated program performance & unique program requirements flow down to the factories as well as contractual performance to the customer.
  • Participate in strategic Program/Operations planning for current production performance & future development efforts.
  • Communicate across program to identify, assess, collaborate & resolve any conflicts with program requirements.
  • Define clear operational schedules, priorities & goals for each Strategic Make Center
  • Operations POC for proposal development, approval, assuring proposed costs or challenges are understood by Operations leadership & factories & ownership of the Program’s Operations EAC & budget.
  • Prepare & present information for Monthly Management Reviews, summarizing program status & any on-going production issues.
  • Coordinate & develop operations requirements for all gate reviews & execute proposed strategies from early gate reviews for effective implementation in future production.
  • This position involves hybrid support of manufacturing activities & program meetings, requiring remote & occasional in person participation.
  • Preferred candidate must be capable of working beyond the typical 40-hour workweek, travel domestically & move between buildings & local facilities.

Basic Qualifications:

  • Typically requires a Bachelor’s and a minimum of ten (10) years prior relevant experience, or an Advance Degree in a related field and a minimum of seven (7) years’ experience.
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Earned Value Management Certification and familiarity with CAM responsibilities.
  • Root Cause Analysis &/or Corrective Action Execution experience
  • Experience with Make/Buy/Where process, Capital Planning, Cost Reduction Strategy, Gate Reviews & Constraints Management
  • Understanding of Lean Application & RMD Manufacturing Transition to Production Tool Sets
  • Previous leadership position in a fast paced technical or manufacturing environment that included multiple working organizations; this would include extensive experience building strong program/factory/functional department teams with proven results.
  • Understanding of RMD product structures & product technical details
  • Problem solving abilities that bridge production realities to financial commitments.
  • Working knowledge of Raytheon Tucson factories and/or previous experience on Stinger.
  • Experience managing support plans, completing basis of estimates (BOEs) &/or maintaining schedules in program/factory/functional department environment.
