Naval Power Contracts is seeking an experienced Senior Manager, Contracts for a critical role within the Naval Shipboard Missile SSBU. This individual will support the Naval Standard Missile Systems Production Contracts team, primarily leading capture efforts with the US Navy for the Standard Missile - 6 (SM-6) Multiyear Contract. The SM-6 Multiyear, currently early in the proposal phase, is a complex and highly visible, high value acquisition. The individual in this role will be expected to influence and shape strategy associated with both the proposal and negotiation of this effort.
This role will be an integral part of the business team providing strategic solutions and dynamic recommendations to leadership regarding contractual issues and proposal strategies. In this highly visible role, you'll provide contractual guidance and support to the business, programs and proposal teams and across all phases of the contract lifecycle.
Responsibilities to Anticipate:

Support the full contracts & Program management lifecycle, inclusive of the development of proposals, contract capture & pursuit activity, Request For Proposal assessments & reviews, pre and post-award contract execution, financial aspects of contracts, development of complex negotiation strategies that comply with company policies, mitigate risk and maximize business goals and achieve program and other business objectives; as well as ownership, oversight and administration of contracts within the portfolio

Customer engagement and collaboration

Develop strong contractual relationships with the U.S. Government.

Advise senior leadership and program stakeholders of contractual rights and obligations and mitigation of contractual/program risks

Negotiate terms, conditions, cost, fee and price
-
Provide sound contract guidance to meet customer obligations, achieve company objectives, and comply with company policies
-
Partner in a collaborative team environment with program managers, engineers, finance, supply chain, and legal to achieve mission success

Domestic travel may be required
Basic Qualifications:
-
Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years’ experience

Experience working Government or Defense contracts administration under the FAR, DFARS and other related government regulations and /or various contract types such as; CPAF, CPIF, CPFF, FFP, T&M, OTA, Agile

Active and transferable U.S. Government issued Secret Security Clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Preferred Qualifications:

Demonstrated experience in contract administration with an understanding of proposal cost structure, performance requirements, delivery schedules, and terms and conditions

Experience briefing and interacting with senior and executive leadership

Customer interface and negotiation experience

Excellent written and oral communication skills

Ability to identify risk and understand financial implications; strong analytical background

Effective team member; conduct clear, concise and frequent communication with stakeholders

NCMA certification

Prior experience working in a controlled area (SCIF)

Ability to work in fast paced environment

Highly proficient in Microsoft Word, Excel, Power Point, and Adobe

Active TS Clearance

Tucson, AZ Onsite - Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products. Relocation assistance is not available.
