Job Summary:
Raytheon has an opening for a Manager, Contracts in the Specter Portfolio within Strategic Business Unit, Strategic Missile Defense (SMD) and Integrated Missile Defense Systems (IMDS) Program Area Directorate.
The individual in this role will be the Contracts lead for a development program in the Specter portfolio. The program is of strategic importance to Raytheon, with successful execution enabling future business in this area. This individual’s workload will be primarily focused on one program but is also expected to include contract management for a few smaller development contracts within Specter.
Please note that this role will be primarily on-site at RMD Tucson. Individual is expected to be in Tucson within one (1) month of start date. This program offers overarching career growth opportunities with face-to-face time with executive level leadership. The program requires a strategic, forward thinking Contracts point of contact that can apply unique insight to a complex program area.

Responsibilities to Anticipate:
- Analyze Requests for Proposals (RFP).
- Conduct proposal reviews and coordinate customer responses.
- Negotiate proposals resulting in contract modifications or awards.
- Review Estimates at Completion (EAC).
- Support program management and execution reviews.
- Develop Intellectual Property and investment strategies.
- Provide general contract administration.
- Work closely with the Portfolio Director, Program Management, Engineering, Business/Estimating, and Supply Chain.
- Provide guidance to senior management regarding contractual and business issues.
- Ensure that negotiated terms and conditions comply with company policies.
- Advise management of contractual rights and obligations and possible mitigation of contractual/program risks.
Basic Qualifications:
- Bachelor’s Degree, preferably in Business, Finance or related field
- Typically requires a minimum 10 years' prior relevant experience, or
an Advanced Degree in a related field and minimum 7 years' experience - Prior experience with US Government contracts
- Active and transferable U.S. Government issued Secret Security Clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Preferred Qualifications:
- Existing DoD Top Secret Clearance
- Strong knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
- Contractual acumen with proficiency in contracts fundamentals
- Experience managing development contracts
- Ability to understand the financial aspects of contracts and risk quantification
- Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust
- Experience working is a fast-paced environment, where prioritization is required to be effective
- Proven record of responsiveness with strong time management and organization skills
- Related contract administration experience including hands-on proposal preparation and contract negotiations with the US Department of Defense (DoD)
- Experience with US Government and US Prime Contractor customers as well as end-user communities in the development and acquisition of major systems
- Familiarity with Other Transaction Agreements, Intellectual Property, license agreements, or teaming agreements
- Juris Doctor or MBA
