Responsibilities to Anticipate (include but are not limited to):

  • Propose solution to support a Request for Proposal (RFP) or a Rough Order of Magnitude (ROM)
  • Bid for all phases of programs from inception through delivery and post-delivery support
  • Manage a small group multi-disciplinary employees to develop cost estimate to cover technical design, procurement, assembly, integration and validation.
  • Work to provide proposal artifacts like ground rules and assumptions and risks and opportunities.
  • Develop an integrated master schedule (IMS) for work planned while addressing all contract deliverables
  • Work with other disciplines to develop the test plan and the supporting test equipment required for space-based programs
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.
  • Support Earn Value Measurement System (EVMS) activities.
  • Experience with proposal capture process like development of Basis of Estimates and complying to the Truth in Negotiations Act (TINA)

Basic Qualifications:

  • Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of eight (10) years’ prior relevant experience OR an advanced degree and 7 years of experience.
  • Experience with all the functionalities of Test Systems Engineering or equivalent Engineering experience for both hardware and test software development, integration, verification, validation, and maintenance activities within production/manufacturing/product qualification environments.
  • Experience and understanding of EVMS .
  • Budget and schedule experience with Test Systems Engineering or equivalent Engineering programs.
  • Experience managing a cross functional team personnel (electrical, software, mechanical, optical, etc.).
  • Generation of Test Systems Engineering or equivalent financial performance reports for Program Performance reviews.
  • Presentation experience to executive and/or functional leadership analytic and program performance results for Test Systems Engineering or equivalent engineering programs.
  • Budget Change Request (BCR) and Basis of Estimate (BOE) generation for Test Systems Engineering programs.
  • The ability to obtain and maintain a U.S. Government issued (Secret) security clearance  is required.  U.S. citizenship is required, as only U.S. Citizens are eligible for a security clearance.

Preferred Qualifications:

  • Current Department of Defense Top Secret (TS) or Single Scope Background Investigation (SSBI) preferred.
  • Experience with all the functionalities of Automation Test Equipment/Unit Under Test (ATE/UUT).
  • Agile Methodologies understanding.
  • Knowledge of technology across Communications, Radar systems and Electro Optical/ Infrared systems.
  • Experience with supporting space-based programs.
  • Experience developing Test Equipment for production test environments
  • Strength in developing artifacts for electrical, software, mechanical, or optical designs
  • Experience with testability and cybersecurity
  • Experience working in Agile development process
  • Experience with the Estimate at Complete (EAC) process and Labor Forecasting.

The salary range for this role is 123,000 USD - 259,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
