TX190: 2501 West University, McKinney 2501 West University , McKinney, TX, 75070 USAThis opportunity is for an Operations Lead role within Surveillance and Targeting Systems (STS) Product Line in the RI&S ISRS Mission Area. This position requires a highly skilled and competent program operations leader with advanced program start up and leadership skills to fully engage all functional organizations.

This individual is responsible for operations execution of early development program phases of EO/IR technology feeding STS products and programs. This position is partners closely with Program Management, Customers, and other supporting functions to shape, develop and execute the strategies and objectives of the product line to achieve the cost, quality, and schedule goals for the programs.

The selected individual will perform the following responsibilities:

  • Serves as primary interface across all required Operations value streams
  • Serves as business focal point at Product Line Reviews
  • Owns operations execution on development programs
  • Owns execution of Operations IPDS tasks from gate -1 through gate 11
  • Leads Transition to Production and Front End of the Business Initiatives
  • Leads multi-functional teams in problem resolution and continuous improvement activities with an emphasis on six sigma, lean practices and other analytical improvement methods and tools
  • Provides leadership, management and coordination of manufacturing resources to support program requirements Supports Make/Buy/Where strategy and execution; utilize strong data analysis for decision making and project management skill-sets to ensure effective decisions
  • Supports design-for-manufacturing efforts by advancing product technology road mapping to identify gaps and request capital for production assembly, test equipment, and facilities.
  • Actively participates in business pursuit and capture, including Basis of Estimates (BOE) submittals leading to contract awards
  • Ensures operational risks are identified, contained, and managed throughout each phase of business pursuit and program execution
  • Ensures Operations engagement in engineering development, design and test requirements verification, including the transition of design to production
  • Actively collaborates while maintaining positive relationships with program management, cross-functional program leadership, suppliers, customers and government representatives.
  • Ensures On-Time Delivery of all customer commitments/contract.
  • Drives HPU, Lead Time, and Cycle Time Improvement Initiatives

Required Skills:

  • Minimum of 8 years of program operations, management, factory operations or related experience
  • Control Account or Budget Management Experience
  • Experience with business and project management tools and procedures
  • Excellent verbal and written communication skills to communicate program status, issues, and resolution plans across all major stakeholders including Raytheon senior management, customers, and major subcontractors
  • Must be a US Citizen as the position will require the ability to access US only Data Systems
  • The ability to obtain and maintain a U.S. Secret Security Clearance
  • U.S. Citizenship is required as only U.S. citizens are eligible for a security clearance

Desired Skills:

  • Experience with Raytheon processes such as IPDS, Common PDM, CRS, R6S, PRISM/APEX, VM and PROP.
  • Earned Value (EVMS) experience
  • Proposal Experience with Basis of Estimate development
  • Experience in New Production development, Bill of Materials & WBS structures
  • Direct related experience in operations, project engineering or project management on development and production programs with prior leadership skills in a team-based manufacturing environment
  • Excellent collaboration and interpersonal skills, including experience presenting to leadership & negotiation skills; ability to effectively persuade and influence through positive communications with stakeholders, team members, customers, and program management
  • Broad knowledge of business systems, engineering, manufacturing, and financial systems is required
  • Experience with the implementation, management, planning, and engineering efforts associated with a manufacturing organization.
  • Experience with an MRP system and production planning tools is required
  • Problem solving, Leadership, and ability to interface across all functions, Team building, basic computer skills (MS Excel, MS PowerPoint),
