The Program Manager, (Value Stream Manager) - Open Architecture Radios position will lead all phases of the value stream lifecycle within the Open Communication Systems department of Mission Systems.  This Program Manager will lead development program efforts related to Modular Open Systems Approach (MOSA) Payloads, specifically relating to Multi-function Processors (MFP) and open architecture software defined radios (SDR).  In this role, you will be responsible for leading pursuit and capture opportunities, executing both internal (IR&D) and external development programs, supporting new product introduction and production transition activities while managing the total life cycle of new and existing product lines. 

As a Program Manager you will also be an integral part of developing strategies and actions related to the Strategic Financial Plan and establishing baselines and ensuring performance to our Annual Operating Plan.  Coordination with many organizations across Collins Aerospace and Raytheon Technologies will be expected as well as interaction with Government customers and contractors. 

This position will be required to work onsite in our Cedar Rapids, IA facility.  Relocation assistance will be provided.

Primary Responsibilities:

  • Lead program execution (NRE development of hardware/software and recurring sales) for multiple concurrent programs, meeting financial, technical and schedule objectives.
  • Act as direct interface to customer for customer funded programs.
  • Run profitable and predictable programs through accurate forecasting, on-time deliveries, and management of risks and opportunities.
  • Lead pursuit and order capture activities, including strategy development, customer contact and influence, proposal development, and negotiation.
  • Manage design to cost (DTC) goals for products to meet gross margin targets
  • Manage single source obsolescence for existing products
  • Contribute to the development of the Strategic Financial Plan and Annual Operating Plan.
  • Interfaces with customers / potential customers for various product lines and services, with moderate material impact to the enterprise.
  • Lead complex teams with some matrixed responsibilities.
  • Coordinate with Engineering, Business Development, and fellow Program Managers to develop and leverage product line solutions and capabilities.
  • Lead decision making for the IPTs and applies critical thinking where incomplete data exists.

Basic Qualifications/ Experience Required:

  • Typically requires a University Degree and minimum 8 years prior relevant experience in program management or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
  • The ability to obtain and maintain a U.S. government issued security clearance is required
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Preferred Qualifications:

  • Understanding of Earned Value Management (EVM)
  • Prior experience managing Integrated Master Schedules (IMS) and proactive Risk and Opportunity management
  • Familiarity with open architecture standards such as SOSA, OMS, CMOSS / CMFF
  • Familiarity with military waveforms / datalinks and/or existing SDR products
  • Experience with NSA certification of High Assurance SDRs
  • Experience with Multi-level security and/or Cross Domain Solutions
