Job Summary:

Raytheon is seeking a Program Planning professional to join our Program Design & Planning organization. This position reports to the Program Planning SSBU Planning Manager within our El Segundo, CA office and works collaboratively with the Program Manager, finance, contracts, and technical leads to develop, maintain, and evaluate performance against the Program Measurement Baseline (PMB). This position requires a highly problem-solving, data inspired, results-oriented team member that proactively seeks out data, engages stakeholders, and facilitates closure of commitments.

They will be responsible for providing integrated scheduling support across the specified platforms and/or sub-business units. They will lead program planning and scheduling through capture, program startup, establish EV baseline and Integrated Baseline Reviews (IBRs); lead schedule analysis and schedule risk assessments; and provide key team members, direction, and support to teams of Program Planners/Schedulers. Excellent team and interpersonal communication skills, business acumen, experience professional planning and scheduling knowledge and a desire to work in development and production environments are required. Excellent customer relationship skills and experience planning in the Aerospace Industry is essential. This position requires full-time onsite support in El Segundo, CA.

Responsibilities to Anticipate:

  • Lead, develop, and advise on all planning/scheduling elements of a program. Lead development of the Program Integrated Master Plan/Schedule (IMP/IMS), provide analysis of integrated schedules including critical path and what if analysis, and lead approach and implementation for Schedule Risk Analysis (SRA)

  • Analyze contract requirements and work closely with contracting staff to provide suitable, timely and accurate input for contract and subcontract language

  • Understand program structures and alignment, and lead teams in development and alignment of program structures (Organizational Breakdown Structure, Product Breakdown Structure, Work Breakdown Structure, etc)

  • Review/develop requirements for major subcontractor scope, reporting requirements, and schedule integration

  • Understand and perform Schedule Risk Assessments, and support development of approaches to address SRA findings and DID compliance

  • Control all planning and scheduling operations on the program, and is the interface for all planning and scheduling issues with Senior Planning professionals

  • Ensure that the planning products are compliant with all internal and external requirements, Raytheon’s EVMS system description and contract DIDs

Basic Qualifications:

  • Typically requires a Bachelor’s Degree and a minimum of 10 years’ of professional experience in Program Management and/or Program Planning & Scheduling or an Advanced Degree in a related field and a minimum of 7 years’ experience

  • Prior work experience using software designed for creating and maintaining industry related schedules. (MS Project, Primavera, Open Plan, or similar scheduling software)

  • Prior work experience developing Integrated Master Schedules (IMS) and/or evaluating critical path and/or workflow.

  • Experience assisting Integrated Product Teams (IPTs) in planning, scheduling and cost estimating tasks.

  • Experience with Earned Value Management System (EVMS) or similar business process

  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Demonstrated understanding of and experience using numerous ancillary scheduling products (such as Full Monte, Milestones Pro, One Pager Pro, and PertChart Expert)

  • Demonstrated experience working in a proposal environment

  • Experience supporting planning effort on a program with external EV reporting and DFARS EV clause invoked.

  • Experience with DCMA and JSA audit

  • Experience with integration of subcontractors and operations into program plans, schedules and financial tracking.

  • Proficiency with EVMS tools such as APEX EV, ForProject or others.

  • An active Top Secret or SSBI clearance

The salary range for this role is 123,000 USD - 259,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
