If you are excited about pricing and contracts negotiations, we have an exciting opportunity at Collins Aerospace for a Principal Specialist, Estimating & Pricing who will be the primary price on complex efforts under minimal supervision. Additionally, the role will lead the pricing activities in the absence of the department manager.

Primary Responsibilities:

  • Act as the customer interface for issues concerning proposal development, fact‐finding & negotiations as needed.
  • Support proposal risks and opportunity assessments performed by the proposal leadership team.
  • Assess Request for Proposal (RFP) Cost Volume requirements & translate those requirements into a fully compliant cost proposal.
  • Manage relationships with multiple internal customers.
  • Analyze Bill of Materials (BOM) and Basis of Estimates (BOE) ensuring they are reasonable, provide adequate rationale and proper backup data.
  • Ensure all aspects of cost e.g., BOM, BOE, Subcontracts, Labor, etc. are represented in the cost proposal.
  • Accurately interpret and apply rules and regulations e.g., Federal Acquisition Regulations (FAR)/Defense Federal Acquisition Requirements Supplement (DFARS), Cost Accounting Standards (CAS), Truth in Negotiations Act (TINA), etc.
  • Assist in creating well‐written BOEs for the cost volume.
  • Support cost audits and price negotiations
  • Manage proposal administration in accordance with Raytheon Bid Estimating Manual and bidding processes.
  • Interpret and apply policies and procedures e.g., Cost Estimating Manual, Internet of Things (IOT), Consistency in Estimating, Overhead and General & Administrative (G&A) Rates, etc.

Qualifications/Experience Needed:

  • Must have a minimum of 5 years' experience in current estimating system policies & procedures.
  • 5 years' experience working with business accounting structures, disclosure statements, and rate applications (e.g., direct and indirect labor rates, overhead rates, etc.)
  • Experience working with Microsoft Office suite (Word, PowerPoint, Excel, etc.)
  • A University Degree or equivalent experience and minimum 5 years prior relevant experience, or an advanced Degree in a related field and minimum 3 years' experience
  • U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements.
  • Typically requires: A University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years' experience.

The salary range for this role is 82,000 USD - 176,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
