The FCAS Chief Architect Organization is searching for a

FCAS Operational Lead Architect Command & Control (C2) Air Operations (d/f/m).

Tasks & Accountabilities:

  • Structure and participate in FCAS/NGWS operational analysis/design work in accordance with international systems engineering best practice (e.g. ISO15288) and internal DEVELOP process, focused on but not limited to air operation C2 topics. This includes especially the following main activities:
    • Analyze operational missions, identify stakeholders and capture stakeholders needs, objectives and constraints
    • Analyze stakeholder needs and develop stakeholder functional/non-functional operational requirements
    • Define capabilities and allocate to stakeholders
    • Identify operational use cases/scenarios, establish operational activity flows and define operational roles/nodes
    • Develop operational solution concepts (incl. CONOPS/CONEMP/OPSCON)
    • Analyze and evaluate operational solution alternatives
       
  • Lead above mentioned development activities and a transversal team composed of members from different center of competences and business lines
     
  • Support system architecture development
    • Support identification of FCAS/NGWS major system elements incl. functional and physical decomposition
    • Support identification FCAS/NGWS functional and non-functional system requirements
    • Support identification of technology gaps
       
  • Key responsibilities:
    • Based on own experience in military combined air operations (also see below) guide operational design of FCAS/NGWS with respect to Command & Control of Air Operations
    • Support customer in identifying FCAS/NGWS operational needs
    • Based on those needs develop FCAS/NGWS operational requirements in close cooperation with the customer
    • Ensure that related operational analysis/design activities performed in time, cost and quality
    • Acceptance of operational analysis/design deliverables by the customer
    • Steer FCAS/NGWS development to satisfy customer needs and thus ensure customer satisfaction

Desired skills and qualifications:

  • Bachelor / Master Degree in Engineering (or equivalent)
  • >10 years of working experience
  • Experience in military combined air operations essential (e.g. from work in NATO Combined Air Operation Center (CAOC) or national Control and Reporting Center (CRC)). Preferably staff branches Intel (A2), Ops (A3), Ops Planning (A5).
  • Experience in CAOC Combat Operations Division (COD) and Intelligence, Surveillance & Reconnaissance Division (ISRD) desirable
  • Systems engineering qualification (e.g. INCOSE ASEP or higher) desirable
  • Proven experience in tailoring and applying systems engineering theory to complex projects
  • Good knowledge in operational analysis/design processes, methods and tools
  • Ability to lead operational analysis/design activities without disciplinary responsibility over team members
  • Team player skills
  • English and German language skills (negotiation level) essential
  • French / Spanish language skills would be a plus
