Job Summary:

The Stinger portfolio has an exciting opportunity for a Deputy Program Manager (DPM) reporting to the Program Manager (PM) for the NGSRI Program. The DPM will assist the PM in executing the cost, schedule, and technical performance of the NGSRI program. 

The Next Gen Short Range Interceptor (NGSRI) program is a part of the Stinger portfolio of programs. NGSRI is a competitive development program meant to replace and enhance the current capability provided by the Stinger Block 1 missile, which is currently in production and will continue until NGSRI is fielded and fully releasable to the US and its allies. Raytheon has been down selected to be part of a tech demo competition. This potential franchise program is a key component of the Stinger and Land and Air Defense growth strategy.

This role is responsible for coordination and assistance to the PM for managing all aspect of program execution, financial management, customer interface, support for business growth, and a collaborative partnership between Raytheon and the USG customer.  This position requires strategic and tactical direction for program execution via multi-functional, geographically dispersed teams and sub-contractors with cross-business teams and suppliers. 

  • This position is an onsite role located in Tucson, AZ.

Responsibilities to Anticipate:

  • Assist with leading the execution of critical NGSRI development program
  • Coordinate strategic and tactical direction for program execution by multifunctional team(s) and sub-contractors and other Raytheon/supplier/Customer locations
  • Responsible for meeting contractual commitments including the financial, quality, and schedule performance using the approved business model and management tools including EVMS, IPDS, PRISM, etc
  • Organize standards and an executable program baseline using the approved business model and management tools
  • Support the program risk and opportunity process, in accordance with specific financial goals and obligations
  • Identify and implement key program assessments and metrics to lead development of situational awareness charts and performance assessments that enable program success drivers by program leadership teams
  • Uphold program-enhancing partnerships with internal functional organizations (typically organized into integrated product teams (IPTs) and/or cross product teams (CPTs)) including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions
  • Establish and maintain strong relationships with customer. Responsible for supporting regular reporting to senior leadership on program performance, monthly operating reviews and quarterly EACs
  • Collaborate with senior cross-business team and integrated-business team leadership to ensure the application of appropriate support resources to overall Program execution efforts
  • Ensure alignment of human and capital resource requirements to achieve contract(s) performance
  • Ability to travel domestically/internationally

Basic Qualifications:

  • Typically requires a bachelor’s degree and 10 years of relevant experience OR an Advanced degree and minimum 7 years of experience is required
  • Experience in engineering, technical, production or program/project management
  • Program management experience in development/transition to production environment
  • Experience with EVMS on a program, IPT Lead, PI(CC), EV Manager, and/or CAM on a program
  • Experience with IPDS, Integrated Master Schedule (IMS) and Risk & Opportunity Management
  • Experience with proposal activities
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • EVMS certified
  • Program Management Level 4/5 Certified or equivalent, or ability to obtain certification within the first year
  • R6S/Core Specialist Qualified
  • Familiarity with DOD Contracts, preferably Army, including prior experience with contract execution
  • Ability to lead by influence and collaboration, especially the ability to influence and manage suppliers
  • Export/Import (EX/IM) experience or related experience
  • Certified BOE Developer / Approver
  • General understanding of Missile design, development, and operations
  • Strong communication skills and prior experience presenting to customers and senior leadership
  • Excellent interpersonal and communication skills and proven ability to work effectively with all organization levels, including a matrixed environment
  • Ability to influence and motivate team members and peers
  • Strong Business Acumen skills
