Job Summary:
As part of the Land and Air Defense Systems Product Line, the Medium Range Air Defense (MRAD) System team fulfills cradle to grave responsibilities for delivering the world’s most advanced air and missile defense systems globally. In this position, you will report to the MRAD Senior Director and will regularly interact with Program Managers, Requirements and Capabilities, Planning/Strategy team and Kongsberg Defense & Aerospace (KDA). You will also be responsible for overseeing the communication and prioritization of subcontract tasks associated with production, proposals, and batting order status on both Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) programs.
You will have accountability for leading and managing the joint Raytheon/KDA IPT’s scope successfully. This includes responsibility for coordination with the programs and delivery through technical, schedule, and cost performance.
- The position is for the Tewksbury, MA location and is a hybrid role. The selected applicant will work with the hiring manager to set schedule.
Responsibilities to Anticipate:
- Acting as the voice of the customer to ensure customer satisfaction with respect to cost, product quality, delivery, and performance
- Integrating key business activities into a seamless business that can leverage best practices, people skills and cross utilization of assets
- Developing and shaping customer proposals, white papers, statements of work and Basis of Estimates
- Supporting the Program Directors, Product IPT Leads and Functional leads to identify key personal, prepare staffing plans, and support an executable business model for the continued growth of the MRAD portfolio
- Conducting program status meetings, tracking and communication key subcontract metrics (On-Time delivery metrics for proposals/hardware, prioritization criteria, etc.)
- Prepare briefings for internal and external program status reviews, monthly progress report, and internal weekly and monthly leadership updates
- Develop partnerships with KDA, Engineering, Global Trade, Contracts, Finance, Operations & Supply Chain, Quality, and Finance
- Lead a multi-disciplined team to include the Product Line, Functional Teams, and Subcontractors/IOTs in the execution and growth of the NASAMS products
- Support the development of growth strategies to efficiently complete the existing programs while also achieving year-over-year portfolio growth
- Meet contractual commitments including the financial, quality, cost efficiency, technical and schedule performance using the approved business model and management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), PRISM, SAP/APEX for the NASAMS systems and components
- Knowledge of licensing requirements within the Department of Commerce and Department of State regulations
- Ability to travel domestically and internationally as required
Basic Qualifications:
- Typically requires a bachelor’s degree and 12 years of relevant experience OR an Advanced degree and minimum 10 years of experience is required
- Experience leading cross-functional teams to include, but not limited to, one of the following: Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support) and/or administrative functions
- Experience balancing prioritization, cost, and schedule constraints within a proposal effort
- EVMS Certification and/or experience as a Control Account Manager (CAM) on an EV program
- Leadership experience in international subcontracts management, IPT organizational structure and/or an IPL (Integrated Program Leadership) construct.
- Experience in both FMS and DCS Proposal Leadership (e.g., TINA compliance, Offset/Industrial Participation, Government Requests for Information (RFIs), etc.)
- IPDS experience, specifically Gates 0-4
- Experience working on risk/opportunity management, earned value planning/tracking/reporting and metrics management
- The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance
Preferred Qualifications:
- Program Management Level 4 Certification
- 5+ years of International Subcontracts/Program Management/IPT Leadership experience
- Experience in production environment for entire Product Life Cycle from material release through contract sale
- Direct experience in program planning, budgeting, and tracking (EVMS) to cost and schedule
- Experience with and understanding of export and import controls, compliance, and licensing
- Experience leading a multi-disciplinary team
- Ability to work effectively in a fast-paced dynamic environment with time critical requirements.
- Strong communication skills
