Advanced Technology/Airborne Spectrum Dominance (ASD) is the front end of the business developing the next technologies that will defend our troops. Our technologies span from Electro-Optic (EO) to Radio Frequency (RF) spectrums. Programs from ASD transition to the next Raytheon franchise programs.
We have an exciting opportunity for a Manager, Contracts (Individual Contributor) who wants to work on dynamic cutting-edge development contracts with numerous internal and external customers.
What you will do:
In this role, you will be a business partner with the assigned teams responsible for participation in the requirements analysis of Request for Proposals (RFP) / Broad Agency Announcements (BAA), proposal strategy reviews and coordination, contract negotiation, contract administration, non-disclosure agreements, and other business agreements. Our contracts are Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Firm Fixed Price - Level of Effort (FFP-LOE), and Other Transaction Agreements (OTA).
Responsibilities to Anticipate:

Review RFPs, proposals and contractual documents for contractual requirements and risks, ensure proposed solutions meet customer requirements and meet company policies and standards

Work as a collaborative team member with Program Managers, Engineering, Finance, Supply Chain and Legal to construct and submit proposals to win new business

Perform as key contributor during the pre-proposal strategy, proposal development, negotiation and start up phases of programs

Negotiate terms and conditions, cost and price

Advise key stakeholders of contractual rights & obligations

Manage contracts after award

Take ownership of the customer relationship and the provision of business counsel to the Program Management Teams
Basic Qualifications:
-
Typically requires University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years experience

Active and transferable U.S. government issued security clearance (Secret) is required prior to start date

U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
-
Contracts administration, proposal generation & RFP review experience with U.S. Government or Department of Defense under the FAR, DFARS, ITAR and related regulations as well as multiple contract types (CPFF, FFP, FFP-LOE, T&M, OTA)

Experience leading contracts related presentations to U.S Government or Defense customers
Preferred Qualifications:

Active & transferable Top Secret clearance

Ability to multi-task across multiple programs and product lines

Good communication skills to be able to interface with all levels of internal and external customers

Experience working in closed areas

Experience developing and maintaining high-performance relationships with internal and external stakeholders and customer

National Contract Management Association (NCMA) certification
-
Highly proficient in Microsoft Word, Excel, Power Point, and Adobe

The salary range for this role is 103,000 USD - 215,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
