Job Summary:

 

The Manager, Contracts will manage front-end assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and customer relationship management within company policies, acquisition regulations, and customer requirements/specifications for various types of Government contracts.  

 

This is a great leadership opportunity within Agile Radar Solutions (ARS), AESA Development product line for the Advanced Products & Solutions (APS) Strategic Business Unit (SBU).   We are seeking someone with business acumen, initiative, and a positive can-do attitude, and an innovative and independent thinker, to partner and collaborate with the AESA Development leadership team. The AESA development product line is a challenging, fast-paced environment, and this role must serve as a trusted business adviser to program leadership. 

Responsibilities to Anticipate:

  • Review request for proposals (RFPs), structuring balanced business deals, formalizing contractual documents, and frequent customer interface (virtual and in-person). 
  • Work closely with Raytheon leadership by advising contractual rights and obligations and means to mitigate contractual/program risks, compiling and analyze data, maintaining historical information, and providing recommendations for a balanced business deal.
  • Partner with the Program Managers and Directors to ensure financial targets are met by securing contract awards, negotiating contract payment terms, and working closely with the customer to ensure on-time payment.
  • Manage multiple development program contracts as the primary interface with the customers (includes International customers, Prime Contractors and the Government).
  • Work closely with program teams within in a matrix environment of program management, engineering, finance, operations, supply chain, and quality functional leads.
  • Act as key team member of the capture team and establish negotiation strategy, targets and minimums within approved authority.
  • Ensure customer’s requirements are fully understood and flowed through to the capture team and to external suppliers in accordance with company policies, legal requirements, and customer specifications.
  • Conduct timely and effective negotiations and resolution of customer issues to maximize key financial metrics (i.e. bookings, sales, cash, profit, etc.).
  • Work independently, yet recognize matters that require leadership review and buy-in.
  • Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge.
  • Draft complex letters that communicate Raytheon's business position effectively.
  • Travel to a Raytheon or customer facility as needed for program and/or customer meetings.

Basic Qualifications:

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years’ experience
  • Experience managing contractual terms and conditions under the Federal Acquisition Regulations (FAR) and / or the Defense Federal Acquisition Regulations (DFAR)
  • Experience in proposals, development and / or negotiations, pricing structures or similar
  • Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Preferred Qualifications:

  • Experience with Incentive-type contracts, such as Cost-Plus Incentive Fee (CPIF) and Fixed-Price Incentive Fee (FPIF) contracts
  • Experience in the development of contracts strategies to maximize achievement of program financial and performance goals and to minimize potential risks to the business
  • Experience formulating and executing business strategies to reduce risk, enhancing customer satisfaction, building/maintaining positive internal and external customer relationships, improving profitability and supporting new business opportunities
  • Experience performing risk assessments on proposals, including scope, terms and conditions, potential business arrangements, strategies to maximize achievement of program financial/performance goals, contract type/vehicle and customer satisfaction
  • Experience with forward Pricing Rate structures, Cost structure estimates of material, equipment services, production costs, performance requirements, and delivery schedules
  • Mature judgment, proactive involvement in strategic issues and problem resolution skills
  • Experience with complex software/technology development contracts; proposals, negotiations, and contract administration post-award
  • Professional, effective written and verbal communication skills
  • Advanced Degrees in Business, Finance or Law

The salary range for this role is 94,000 USD - 196,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
