Boeing Defense, Space & Security (BDS) has an exciting opportunity for a Lead Proposal Project Management Specialist to join our dynamic team in Seal Beach, CA, El Segundo, CA, Herndon, VA or Kennedy Space Center, FL

The selected candidate will be the focal for leading proposals across the Experimental Systems Group (ESG) portfolio.

Position Responsibilities:

  • Manages the end-to-end proposal development process, ensuring appropriate coordination and reviews, and driving the team to develop high quality proposal products that meet United States Government (USG) and Boeing requirements.

  • Archival activities for historical proposal submissions and creating a reference/summary guide.

  • Improves the 'bid to baseline' handoff from the Capture Team to the Execution Team (in particular, helping the PM make the transition from proposal pricing data to baseline cost and schedule data).

  • Leads, develops, coordinates, integrates, analyzes, and maintains integrated plans and schedules for complex projects, programs and change driven activities in accordance with project management industry.

  • Leads studies/analysis (trend, variance, impact), reports, risk assessments and planning efforts to determine impacts, constraints involving product development, production rates, process improvement, program initiatives.

  • Identifies risk and opportunity potential, develops mitigation planning and refines the business case.

  • Develops and establishes lead time requirements. Facilitates and ensures integration of project/program plan, schedules, change and baseline management, processes, techniques considered to be best practice across the industry.

  • Acts as primary project contact to establish key stakeholder requirements and project objectives.

  • Directs all phases of projects or subsystems of major projects from inception through completion.

  • Coordinates commitments with internal and external stakeholders to fulfill strategies.

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at one of the listed location options.

Special Program Access or other Government Access Requirements are mandatory for this position.

This position requires a successfully completed Tier 5 Investigation (T5), formerly known as a Single Scope Background Investigation (SSBI) by the federal government within the last 5 years, or requires candidate to have been enrolled in a Continuous Vetting program within the last 5 years.

Basic Qualifications (Required Skills/Experience):

  • 3+ years’ experience in program or project management

  • Experience in a leadership role, leading teams or projects to successful completion

  • Experience developing and maintaining relationships and partnerships with stakeholders (i.e. customers, suppliers, peers and/or partners)

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor’s Degree or higher

  • Experience with Earned Value Management (EVM)

Typical Education & Experience:

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 10 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+8 years' related work experience, 14 years' related work experience, etc.).

This position offers relocation based on candidate eligibility. 

Travel:

Position may require travel up to 10% of the time.

Summary pay range: USD $107,950 – $156,400
