The Program Engagement Operations Lead will serve Digital Technology service teams responsible for delivering Program Work Environments (PWEs) by helping them build necessary business processes, practices, and tools to ensure that critical work is being done while removing roadblocks and unnecessary friction from their day-to-day activities. The successful candidate will be a change agent for digital transformation and serve as an agile activist by organizing work and teams around an agile workflow and facilitating changes to ensure the team is getting the most benefit from agile implementation.
**Location of this position is a remote position, ideally located within driving distance of a primary Collins facility with Digital presence: Cedar Rapids, IA or Dallas, TX, or El Segundo, California **
What YOU will do:

You will develop, implement, and manage operational processes and systems to ensure organizational efficiency and customer satisfaction with strategic foresight to allow for scaling program engagement services across all Collins Portfolios and work sites.

You will provide team guidance and support in creation of domain level goals and objectives and team performance metrics against established goals to achieve maximum operational performance towards the delivery of their products and services.

You will document processes and best practices to guide teams through the successful planning, designing, bidding, implementing, and sustaining an appropriately accredited PWE and/or networks of PWEs.

You will set reporting standards and process to communicate the project status and contractual deliverables including program status, financial reviews, proposal bid reviews, EAC, AOP, Capital Planning.

You will advise DT Product Teams around self-organizing and executing their work using Agile methods and tooling to achieve customer satisfaction.

You will remove impediments and coach the scrum team on removing impediments.

You will help the team create, manage, and execute service delivery KPI’s for operation support of their products.

You will leverage operational data to support staffing, agile scaling, and team performance.

Education & Experience:

Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience.
Qualifications you must have:

Must be authorized to work in the U.S. without sponsorship now or in the future. RTX will not offer sponsorship for this position.

The ability to obtain and maintain a U.S. Government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Experience in an elevated Agile role leading multi-disciplined / cross-functional matrixed teams focused on technical applications or efforts.

Domestic Travel between 10-15%
Skills We Value:

An active and transferable US government issued security clearance is highly desired.

Experience leading large-scale information technology programs, particularly those involving multi-site, matrixed teams, and virtual collaboration.

Agile certification(s) (SAFE or Scrum Alliance)

Exposure to agile management tools (e.g., JIRA).

Experience working in a program and/or engineering environment.

Knowledgeable of Contracts, SOWs, BOEs, Information Technology and Engineering (SW & Systems) Processes and Practices

Control Account Management (CAM) or Earned Value Management System (EVMS) certification or similar budget tracking experience.

The salary range for this role is 112,000 USD - 236,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
