The Extravehicular Activity Services and Human Surface Mobility Value Stream Lead (VSL) is accountable for all program activities as well as strategy development and growth associated with the value stream.  (S)he proactively monitors program progress, resolving issues and initiating appropriate corrective actions including oversight of all projects needed to fulfill the xEVAS, ESOC and future program objectives. The VSL is accountable for the organizational goals of the business, all aspects of performance including customer/stakeholder performance and delivering on financial commitments.  The VSL works with the Space Systems Leadership Team to continue business transformation and ensure Collins remains leaders in the human spaceflight for EVA and related capabilities.

The VSL oversees activities across the value stream. (S)he leads portfolio strategy and program implementation. This leader has a large responsibility to ensure that all team members understand how to work together under the Collins Management System framework and coordinate their efforts on the way to the larger goals.

(S)he is accountable for ensuring program requirements are met in every phase of the program.  The VSL acts as the point of contact for the stakeholders, customer, partners and regulatory agencies as prudent. (S)he is accountable for leading or participating in capture efforts, ensuring solid planning (baseline and accurate estimates) in the proposal phase and for performance of the IPT to plan. The EVA & HSM VSL works closely with VSL peers and with the IPT to evolve EVA capabilities to align with customer needs from ISS and commercial LEO destinations through deep space exploration.  The VSL works with functional counterparts to ensure the programs are staffed to plan. The leader in this role is accountable to resolve conflicts and issues.

The VSL is accountable for schedule, budget, growth and success of the EVA & HSM value stream including the following:

  • Planning and monitoring program execution

  • Program coordination and managing portfolio interdependencies

  • Creating and managing the budget(s)

  • Cross-program resource management

  • Identifying and addressing problems and risks, capturing opportunities

  • Stakeholder communications, negotiations, and problem-solving

  • Aligning or realigning deliverables with customer needs

Primary Responsibilities:

  • Responsibilities include management of cost, schedule and technical performance attaining the highest degree of quality and customer satisfaction

  • Coordinate Collins, teammate companies, suppliers, and customer integration to meet the product, services, and mission success requirements, cradle-to-grave, across planning, development, and mission execution in a matrix organization utilizing multiple engineering and operations disciplines

  • Oversee the development, maintenance, and execution of programs

  • Oversee implementation of the EVMS, Analysis & Reporting Plan. Conduct performance variance root cause analysis and ensure corrective action is implemented. Ensure schedule compliance, and that program costs are aligned with budget

  • Ensure that programs effectively identify, manage, and mitigate the risks and opportunities associated with the programs

  • Identify and monitor resources required to fulfill program objectives, and coordinate requirements with functional management

  • Key interface with customers for Value Stream plans for the advancement of products to meet future customer needs including support of Value Stream strategy development and technology road-mapping events

  • Review and approve formal program communication and documentation as prudent

  • Lead robust change management process

  • Primary customer/stakeholder interface for the program

  • Accountable for program cost, schedule and risk management performance

  • Accountable for providing direction to multiple integrated project/product line teams to execute product line plans

  • Accountable for analyzing portfolio problems and developing recommendations to modify program plans to mitigate and resolve issues

  • Responsible for after action review of major program overruns or losses and report out to senior leadership

  • Works with triad to seek alignment between business strategies, product roadmaps and program execution

  • Ensure adherence to international trade compliance polices and procedures

  • Ensure the protection of Collins Aerospace and safeguard of customer and supplier/partner intellectual property

  • Develop executive level communications and presentations for internal and customer reviews.

  • Develop employees, building bench strength in program management and execution excellence

Basic Qualifications:

  • Typically requires University Degree and minimum 14 years prior relevant experience or

  • An Advanced Degree in a related field and minimum 12 years of experience or

  • In absence of a degree, 18 years of relevant experience

  • U.S. citizenship is required

  • Significant development program experience is required including demonstrated success in leading a complex program through to hardware delivery

  • Candidate must have strong interpersonal skills, and able to effectively manage several projects simultaneously.  Results-oriented, self-motivated with strong team and facilitation skills and demonstrate strong interpersonal skills

Preferred Qualification:

  • PMI PMP Certification desired

  • Experience with running a large program in a product and service-oriented organization

  • Strong aerospace development program background with technical knowledge in space systems preferred

  • Strong customer and internal stakeholder relationships

  • Strong communication skills and ability to work across the organization and various disciplines, including Engineering, Quality, Business Development, Operations, and iPP&C

  • Ability to communicate complex technical subjects with clarity and precision

  • Ability to lead and coach program managers and IPT leads to develop core leadership skills and innovative solutions to problems

  • Understanding of commercial programs and agile development practices is preferred

  • Strategic thinking with a bias for action
