Connected Battlespace Program Chief – Navy (Hybrid)

Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite.  Ratio of time working onsite will be determined in partnership with your leader.

The Mission Systems Advanced Technology and Capabilities (ATC) organization is seeking a Sr. Principal Systems Engineer for a Program Chief role. This role will support our JADC2 Experimentation and Demonstration efforts lead by the Connected Battlespace and Emerging Capabilities (CBEC)  organization. The successful candidate will have a passion and drive for growing our Connected Battlespace solutions through early customer engagement and field experimentation. 

This role will serve as the Program Chief for our Navy focused engagements and experimentation. The Program Chief will work closely with other portfolios across the Mission Systems (MiS) business, Collins SBUs, and RTX at large. They will engage in leading the engineering effort to achieve demonstration and experimentation activities in tight coordination with our Value Stream Management and Business Development peers as well as customers. 

Key Responsibilities: 

  • Support and organize large scale field demonstrations/experimentation 
  • Work with leaders across Mission Systems and beyond, as well as within own team, to support alignment and buy-in 
  • Guide a team to rapidly prototype and demonstrate new technologies, sometimes developing new processes along the way 
  • Ensure the development and management of technical risks; develop and execute mitigation plans 
  • Drive overall technical execution of projects in the portfolio under his/her leadership to ensure all program requirements and objectives are met on schedule and within the authorized budget 
  • Ensure compliance with international trade policies and procedures 
  • Ensure the protection of Collins Aerospace intellectual property; safeguard customer and supplier/partner intellectual property 
  • Liaise between business development and strategy, program management, product-line engineers, hardware engineers, software engineers, and customers 
  • Significant travel may be required, specifically around integration and major demonstration events. Some travel events can span multiple weeks including multiple weeks on-ship or at austere locations.  

Basic Qualifications: 

  • Bachelor’s degree (typically in Science, Technology, Engineering or Mathematics (STEM)) and a minimum of 10 years of prior relevant experience unless prohibited by local laws/regulations OR Advanced Degree in a related field and minimum 7 years experience OR In absence of a degree, 14 years of relevant experience is required 
  • Must be a U.S. Citizen
  • Active and transferable Secret U.S. government issued security clearance is required prior to start date
  • Experience with both systems and software architecture and development 
  • Strong coordination and collaboration skills 
  • Experience with design, requirements capture, development, and integration of complex software systems and hardware solutions 
  • Experience leading planning, bidding, and pursuit activities 
  • Ability to execute internal and external customer presentations to influence direction 

Preferred Qualifications: 

  • Candidate with an active DoD Top Secret Clearance with current SCI or SCI eligibility 
  • Experience communicating with executive leadership 
  • Experience integrating with Navy ships and/or aircraft for installation for test and demonstration 
  • Previous experience in prototype development, demonstration/experimentation, and IR&D environments 
  • Previous management/leadership Experience 
  • Understanding of multi-level security systems, communications, and datalinks. 
  • Strong organizational awareness across MiS, Collins, and RTX
