Job Summary:
The Component Improvement Program (CIP) Program Manager, Fighter & Mobility Programs leads a cross-functional team within a highly matrix organization that introduces safety, reliability, cost reduction, and maintainability improvements for the TF33 engine powering the B-52 Stratofortress, E-3 AWACS, E-8 JSTARS, and WC-135 Constant Phoenix.
The TF33 program team is focused on supporting its global feet consisting of nearly 1000 in-service engines, the largest of which powers the B-52. Over the years, war readiness has always been at the forefront of P&W’s priority, and we are working closely with the USG to increase readiness levels. As a result, the TF33 program claims the top spot as the fastest growing program within the Military Engines portfolio. We are seeking a top performing individual with experience in program management, demonstrated P/L experience, track record of exceeding financial goals and contribute to the unprecedented growth in Military Engines.
Key Responsibilities:
- Primary point of interface for the USAF customer to maintain strong customer communications and business relationships to ensure effective and efficient execution of the annual business cycle and contract requirements. Lead and align TF33 CIP program with USAF/P&W desired accelerated proposal process and long-term planning.
- Champion TF33 CIP program efforts in support of new USAF/P&W desired Engineering Project Description (EPD) management and reporting process and EPD execution improvement initiative. Improve strategy of cross-enterprise horizontal alignment of CIP task to ensure each EPD execution milestone is met through field implementation.
- Drive CIP funding and plus up efforts partnering with RTX Government Relations to ensure budgets are aligned with P&W financial plan and DoD FYDP. Team with Engineering, Contracts, Business Acquisition Center of Excellence (BACE), Finance, Government Accounting, and other functions to lead and manage the TF33 CIP team in all aspects of program strategy, planning and execution.
- Work closely with TF33 Program Office leadership and the IPMT to plan, execute and communicate CIP activities in support of contract requirements. Overall responsibility for cost, schedule, and technical performance of a portfolio of improvement tasks throughout the full lifecycle from inception through completion/closeout.
- Responsible for accurate labor and material forecasts to support company resource planning and long-term forecasting. Lead the CIPT generation of new task proposals through the Crystal Ball and Roadmap cycles based on reviews of safety, reliability, and field data.
- Develop negotiation strategies and lead the negotiation team through award of annual CIP tasks, and out-of-cycle tasks as required. Organize, conduct, and present at required program meetings and conferences (Crystal Ball, Roadmap, CIP Conference, Technical Reviews, and Program Management Reviews).
Basic Qualifications:
- Bachelor’s degree in engineering, Business, Finance, or related discipline is required with a minimum of 8+ years of propulsion experience or related relevant field aligned with RTX guidelines; or an advanced degree with 5+ years of related experience.
- U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
Preferred Qualifications:
- Advanced degree and/or M.B.A degree is preferred.
- Familiarity with military engine product and technical configuration management, acquisition/proposal processes / Bids & Proposals(B&P) Process
- Experience with program management systems including manpower planning, program scheduling, cost controls, and earned value management.
- Knowledge of aerospace contracts. Experience with proposal preparation and customer negotiations preparation
- Knowledge of aerospace policies, procedures and system requirements including quality, manufacturing, and program management
- Experience interfacing with internal and external customers
