The Specter Portfolio of programs is seeking a Low Rate Initial Production (LRIP) Program Associate Director (PM) located in Tucson Arizona at Raytheon. This position will directly report to the Execution Director and is responsible in overseeing the execution of production across multiple factories. The LRIP PM will serve as a key driver; setting the direction, leadership, execution, growth, and AOP commitments for the organization. The PM requires both tactical and strategic planning skill sets in an environment with constant change, action to grow manufacturing throughput and on time delivery across multiple supply chain and manufacturing facilities. This position requires proficiency in dynamic production problem solving, leading cross functional teams, effective communications, and driving results across a diverse supply base. An optimal candidate will have experience in team building, maintain and growing customer relationships, improving affordability, and implementing continuous improvement.  The incumbent will be the subject matter expert supporting transition to production efforts, risk management, gate reviews, product affordability, proposal development and contract negotiations.  

This position is an onsite role in Tucson, Arizona. 

Responsibilities to Anticipate:

  • Leadership and management of production execution 

  • Partner with functional organizations such as finance, contracts, engineering, supply chain, and quality

  • Lead and organize major proposal efforts 

  • Accountability for profit and loss, AOP and financial metric reviews for Production contracts 

  • Implement strong program management discipline within the team of matrixed program managers, PIs, and IPTLs

Basic Qualifications:

  • Typically requires a Bachelor’s degree in Engineering, Business, Science or Mathematics and 12 years relevant experience, or an Advanced Degree in a related field and minimum 10 years experience

  • Experience interfacing with customers and industry partners

  • Experience with program management tools such as Earned Value Management Systems (EVMS), Estimate at Completes (EACs), Risk & Opportunity, and/or IMP/IMS

  • Ability to travel for customer, company and program related activities (approx. 25% of role) 

  • Active and transferable U.S. government issued security clearance is required prior to start date

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Exceptional communication, writing and presentation skills

  • A demonstrated understanding of sustainment and production 

  • Strong business acumen to proactively identify and resolve issues efficiently 

  • Ability to operate independently to navigate organizational complexities and to obtain resources (through influence) to move initiatives forward

  • Demonstrated skills in planning and execution for both short-term requirements and long-term opportunities

  • Strong interpersonal skills with special focus on achieving active participation of appropriate individuals across the business

  • Remote: Employees who are working in Remote roles will work primarily offsite (from home).  An employee may be expected to travel to the site location as needed.
