Job Summary

Raytheon Emirates Limited (REL) is focused on growing market opportunities in UAE to achieve its business and financial goals. Growth in the international Defense and Aerospace environment is predicated on our ability to partner with international customers to develop local industrial capabilities consistent with UAE’s sovereign industrial policies and expectations.

The ideal candidate will be an energetic and entrepreneurial-minded manager who will be responsible for developing, planning, and presenting for business approval UAE-based localization programs to achieve the goals of the business.

In this role as the Associate Director, UAE Offset Programs you will focus on the development of local supply chain capabilities, establishment of military industry partnerships, use of national military industry talent (i.e., jobs), and the transfer of technology, Intellectual Property, resources, and processes to local UAE industry and as a result gain Tawazun Economic Council offset credits.

This Onsite Accompanied position will be located at the Raytheon Emirates offices in Abu Dhabi and report to the Director, MENA Localization and Offset.

Responsibilities to Anticipate

  • Responsible for managing the localization aspects of REL’s business plan, aligning with the contemporary global supply chain plan and relevant Mission Area and product strategies. Develop business opportunities and business cases/plans that meet the business’ offset credit requirements while increasing UAE capability and content.
  • Responsible for establishing and managing partnerships and relationships with UAE government stakeholders such as Tawazun Economic Council, industry, and academia.
  • Analyze project concepts, economic impact studies, models, and financial assessments, presenting recommendations to stakeholders.
  • Understand the UAE government structure, the support offered towards industry, and align with country initiatives to develop and present strategies and business cases for local technology development and investment opportunities.
  • Understand local industry capabilities, create partnerships, and facilitate plan development and assessments of local partner and supplier capabilities.
  • Investigate and assess the use of Raytheon Intellectual Property that may be used to benefit UAE industry capability.
  • Assess and screen new sector opportunities and investment deals using appropriate due diligence methodology.
  • Produce quantitative and qualitative analysis to support offset investment decisions.
  • Meet regularly with supply chain partners and relevant government agencies in UAE to discuss technical, contractual, and regulatory requirements associated with UAE’s offset and localization programs.
  • Liaise with and support RMD industrialization and global supply chain key stakeholders to link local UAE opportunities with Raytheon strategies, Mission Areas, and products.
  • Track, forecast, and report offset obligations and credits relevant to UAE contracts and the RMD business.
  • Support Capture Managers and Program managers in the capture of new business where localization is an inherent or implied requirement of the capture opportunity.
  • International and domestic business travel is necessary to perform this role.

Basic Qualifications

  • Typically requires a Bachelor’s in program management, business management, contracts, supply chain or related field and a minimum of 12 years prior relevant experience, or an Advance Degree in a related field and a minimum of 10 years’ experience.
  • Progressive experience in program management, subcontract management, or offset / localization program development.
  • Experience with program management roles including program capture and implementation, major global subcontracts administration, offset / localization program lifecycle, Statement of Work generation, risk management, action item management, requirement change management.
  • Experience and understanding of military systems, hardware, manufacturing requirements and commodity specific expertise associated with sub-systems and components.
  • Experience in developing, influencing, and maintaining effective relationships with international suppliers and global industry stakeholders to transition company capabilities to local supply chains, international facilities, and international industry partners.
  • Ability to generate industry competitive cost proposals inclusive of Request for Proposal (RFP) review, Basis of Estimate development, risk and opportunity assessment, price-to-win, proposal review, approval, and submission within tight timelines.
  • Excellent financial acumen and qualified experience in the use of business metrics, earned value, estimates at complete, risk and opportunity, quality, and planning.
  • U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements.

Preferred Qualifications

  • Demonstrated business acumen in developing localization concepts, authoring white papers, technical volumes, and similar documents which involve the description of complex technical concepts, localization approaches, and implementation strategies.
  • Prior experience dealing closely with UAE Government entities and local stakeholder networks.
  • Comprehension and understanding of dual-use and related technologies, preferably from experience working in a technology role.
  • Excellent verbal and written communication skills with demonstrated ability to develop effective presentations and briefings, internal and external correspondence, and communication materials.
  • Self-starter with a collaborative can-do attitude and ability to be an effective member of an international cross-functional team.
